About ABSL KOSOVO

ABSL Kosovo

 

ABSL Kosovo is an independent, non-governmental, and non-profit organization dedicated to advancing the growth and competitiveness of Kosovo’s Business Process Outsourcing (BPO), Information Technology Outsourcing (ITO), Shared Service Centers (SSC), and Research and Development (R&D) sectors.

More specifically, its establishment process was supported through the RECONOMY as a regional inclusive and green economic development program funded by Swedish International Development Cooperation Agency Sida; implemented by HELVETAS Swiss Intercooperation in partnership with Help-Hilfe zur Selbsthilfe and ABSL Albania, with activities intensifying during 2023-2024 and culminating in its official launch and operationalization in 2024 as Kosovo’s first dedicated association for the ICT/BPO sector.

ABSL Kosovo was officially established on 12 December 2024 representing the ICT and BPO sector in Kosovo.

Following the establishment of ABSL Kosovo, the Global Digital City (GDC) event was organized at an early stage, with close support and coordination from ABSL Albania, serving as one of the first key platforms to convene stakeholders, raise awareness, and position Kosovo within the regional digital ecosystem.
 

During 2025–2026, ABSL Kosovo consolidated its role as a key platform for coordination and growth of the ICT and BPO sector in Kosovo. The Management team conducted a series of structured meetings with a wide range of ICT/BPO companies to systematically capture market needs, identify constraints, and map opportunities for sector expansion.

Building on these insights, ABSL Kosovo, with the support of the RECONOMY Programme, developed its Strategic Plan, establishing a clear vision for positioning Kosovo as a competitive nearshore and innovation-driven destination. In parallel, the association actively fostered ecosystem engagement through the organization of multiple meetup events, bringing together private sector actors, institutions, academia, and development partners to strengthen dialogue and collaboration.

A key milestone was the development of the Country Sector Report, providing evidence-based analysis of the ICT/BPO landscape, trends, and growth potential, and serving as a strategic reference for both policymakers and investors.

Looking ahead, the focus is on deepening collaboration with all members and expanding engagement with companies across the ICT/BPO sector. This includes strengthening coordinated advocacy efforts with relevant public institutions and ministries, aiming to address systemic constraints and improve the enabling environment. At the same time, ABSL Kosovo will continue to actively promote Kosovo internationally as an Innovation Frontier, positioning the country not only as a cost-competitive nearshore destination, but as a hub for value-driven, knowledge-based services.a

We strive to establish Kosovo as a prominent outsourcing and innovation hub by leveraging our youthful workforce, cost-competitive labor market, and strategic geographical location in the Western Balkans. Our mission aligns with global trends in digital transformation, fostering collaboration among stakeholders to address sector-specific challenges and unlock opportunities.

We envision a future where Kosovo’s business services sector is recognized as a key pillar of the economy, serving as a catalyst for development and leveraging its global network to drive innovation, investment, and growth. 

ABSL INTERNATIONAL

ABSL in Europe now comprises of sister organizations operating in Albania, Bosnia and Herzegovina, the Czech Republic, Hungary, Kosovo, Latvia, North Macedonia, Moldova, Poland, Portugal, Romania, Serbia, DACH (Austria, Germany and Switzerland), as well as Australia and New Zealand. In 2024 ABSL has also established its presence in Brussels as well as in Australia and New Zealand. The purpose of ABSL’s international cooperation is to inspire the community of companies in the sector to constantly strive for excellence, and to promote continued growth and strengthening of the sector’s standing in the region.

As a result of robust international cooperation, we are able to learn and benefit from the experience of companies across the region, accelerating the industry’s growth and effectively addressing the challenges it faces. As the largest organization representing the sector in the region, ABSL strives to promote innovative solutions and support new investments that will help the industry grow on an entirely different level.
